Luštica Bay, a subsidiary of Swiss-based Orascom Development Holding (ODH) who is a leading developer of integrated destinations with over 30 years of experience in developing resort towns and creating self-sufficient and international communities, is looking for a Human Resources Manager.
The HR manager:
- manages the timely execution of the Human Resources Agenda within the Business units, including ensuring all people processes are in place and operating effectively.
- ensures the accurate and consistent provision of HR advice across Business units to support both the employee and the employer, ensuring legal compliance and governance.
- guides Management Teams on best people practice.
Key Responsibilities:
HR Budget, Infrastructure & Strategy Execution
- Contributes to the development of Functional plans to support the delivery of the overall Business Strategy.
- Sets and monitors the HR Budget in line with the overall Functional Budget.
- Ensures the implementation and delivery of the agreed Annual Objectives & Work Plans to timeline and within budget.
- Manages the maintenance and upkeep of organisational infrastructures, including systematisation, role profiles, job evaluation frameworks and supporting administration to ensure legal compliance.
- Supports the development and implementation of relevant HR policies and procedures within the Business Units; ensuring staff and Manager briefings and enablement.
- Ensures full compliance with all Labour Laws and employee related Governmental Regulations within Montenegro.
Resource Planning & Resource Management
- Works with Business Managers to set the annual resource plan requirements.
- Delivers effective sourcing and selection practices to secure the right resource in the most cost-effective, timely and structured manner.
- Manages the sourcing, recruitment and selection of all employees (permanent, temporary and contracted) in line with the approved headcount requirements.
- Ensures operational effectiveness and legal compliance regarding all practices and administration relating to employment contracts, renewals, adjustments and terminations during the life cycle of an employee.
- Ensures the accurate management and reporting of annual leave and attendance practices, dealing with operational issues in liaison with Managers.
- Responsible for the correct maintenance of all people related administration.
- Supports the review of the monthly payroll processes, ensuring alterations in line with audit requirements.
Employee Engagement
- Manages the consistent delivery of a programme of employee communications and engagement activities as part of a retention and enablement programme to drive employee satisfaction.
- Ensures the delivery of the Annual Employee Opinion Survey and related feedback and action plans; tracking and reporting on moves towards driving employee satisfaction.
- Manages all local employee relations issues, in consultation with Legal and Operational Managers to resolve disputes and ensure both best practice and governance practices are met.
- Supports the Business Units with all Employee’s related disputes and claims.
Performance Management & Succession Management
- Manages the Annual Performance Management process, collating Functional and individual Objectives, ensuring reality and applicability of objectives.
- Supports Line Managers and employees through the PDR process, ensuring all are skilled to undertake the process effectively, monitoring quality and completion.
- Monitors 1-2-1 practices throughout the year, ensuring the training of Managers and staff to increase performance management capability and engagement.
- Supports the calibration of the Year End Review process.
- Supports the Succession Planning process to ensure the on-going cover of key roles and movement of identified Talent.
Learning & Development
- Supports and delivers the Annual Training Plan to ensure key skills within the organisation.
People Management
- Undertake monthly 1-2-1s with staff to review operational performance, provide regular feedback and development support.
- Support the Annual Performance Development Review process for staff by providing performance related feedback, undertaking performance reviews on a six-monthly basis and completing all supporting PDR documentation
Zahtevi:
Minimum Qualifications
- High School Diploma
Desirable for University Degree level studies completed in Human Resources, or relevant subjects
- Psychometric Administration and Testing Certified Level II
Job-Specific Experience (Essential & Desirable)
- 7 years’ experience in Human Resources.
- Operating at and supporting Country Board Level, guiding on the development and execution of a fit-for-purpose HR Strategy.
- 5 years’ experience of operating at a strategic level, defining and implementing HR Strategy.
- Strategic and operational experience of implementing and managing Performance, Talent and Succession agenda within a Multi-National organisation.
- Sourcing and Resourcing experience within a Multi-national organisation for a minimum of 10 years
- Responsibility for management of Employee Relations and Employee Engagement agenda
